What Is STIPP –

STIPP Short Term Income Protection Plan (STIPP) is coverage is payable from the fourth (4th) day of disability, dependent on claim approval by the Region’s benefits provider, Canada Life, and the date medical attention is sought. Canada Life adjudicates the claim after the first three (3) days. The STIPP benefit duration (maximum of 26 weeks per disability claim) will take the employee up to Long Term Disability (LTD) eligibility.

Incidental Sick Time – CUPE 1785 Employees (STIPP)

CUPE 1785 employees enrolled in STIPP receive up to 98 hours of paid incidental sick time per calendar year. This can be used for personal illness, injury, medical appointments, or approved Family/Dependent or Organ Donor Leave.

Key Points to STIPP for 1785:

• Job Share Employees: Receive 49 hours per year.

• First 3 Days of Absence: Must use incidental sick time first. If exhausted, employees can use vacation, overtime, or take unpaid leave.

• STIPP Benefits: The Region pays 75%-100% of earnings for up to 26 weeks. Employees can use incidental hours to top up pay to 100% for the first two weeks only.

• Unused Hours: Half of any remaining hours are paid out by February of the following year.

• No Carryover: Hours reset every January 1st and are prorated for partial-year employees.

• Changes in Employment Status: Hours may be prorated or adjusted based on job changes, leave of absence, or job share transitions.

• New Hires: Earn hours immediately but can’t use them until completing three months of full-time service (unless advanced with supervisor approval).

STIPP Claim Adjudication & Payment

Approval Required: Canada Life adjudicates claims; the Region pays the benefit.

First 2 Weeks: The Region advances payment while awaiting Canada Life’s decision.

Delayed Decision: After 2 weeks, employees can use vacation/overtime banks (replenished if the claim is later approved).

Claim Denial: Overpayments must be repaid; the Region provides repayment options.

Medical Requirement: Employees must see a doctor within 5 days of stopping work, or benefits start from the first medical visit.

Duration: Benefits last up to 26 weeks, contingent on medical documentation and accommodation offers.

Recurrent Absences: Related absences within 3 weeks are treated as one disability period.

Accommodation: Reasonable modified work offers will be provided; refusal may result in loss of benefits.
